Examples of Duties

This position is responsible for four vastly different sections within Adult Services. The first section, Work First Employment Services, which is based on the Work Opportunity Reconciliation Act of 1996, (P. I. 104-193) that all recipients of benefits, except those who by law are exempt, comply with program work requirements. This area involves the provision of a comprehensive array of programs and services designed to provide assistance to stabilize and return families to appropriate levels of self-sufficiency. It includes a team Work First social workers to provide services for low-income families and Refugee Assistance. Also, included in the Work First Employment Services are the TANF Services for families with income below 200% of poverty, and the Employment Coordinator. This person in this position is often called upon to act as the liaison between the agency and community and may be designated to serve on various boards and committees.

The second section is the CARE Center Family Violence Prevention Program which includes a variety of services needs to assist families experiencing domestic violence. The program serves victims, batterers and children. Services from the CARE Center are provided without no income. This position is responsible for the efficient and effective administration and operation of all programs and services within the CARE Center. Services and programs included are the Domestic Violence Crisis Telephone Line and the Domestic Violence Safe House (which are both staffed 24/7/365), Domestic Violence Counseling, Legal and Court Advocacy, Women's and Children's Support Groups, the RESOLVE Batterers Treatment Program (which meets after regular business hours) and community education and outreach activities. This position is responsible for identifying potential grants to assist in funding the services offered. Several of the grants the CARE Center receives have online submission that must be reviewed, approved, and submitted by this employee in this position. The employee is responsible for ensuring program funds are spent on priority needs and that expenditures meet the requirements of the agency and county financial department.

The third section is the General Services Unit II which includes Adult Home Specialists who are responsible handling Adult Care Homes that are recruited, recommended for licensure, and subsequently monitored to ensure compliance. This is accomplished through ongoing assessment, evaluation, and consultation, along with investigation of complaints related to administrators, and the management and operation of their facilities. This section also includes a Qualified Substance Abuse Professional (QSAP). This position works closely with the Work First Employment Services unit. The QSAP is position is often called upon to act as a liaison between the agency and community and may be designated to serve on various boards and committees.

The fourth section is Transition Unit. They provide services for foster children ages 16-21 who have been referred by their foster care workers. This position will work closely with foster care workers as a support by providing mentoring, teaching, training and the implementation of supportive services to ensure this age group has the available resources and tools to be self-sufficient when they exit foster care. This position will oversee development of processes that assures timely implementation of these support services by collaborating with community partners on a regular basis to be abreast of any changes to services. The LINKS Coordinator is a part of this section and works with youth and young adults and assesses their strengths, as well as, their needs for further information and training. LINKS Coordinator works with this population to create a plan that includes the youth/young adults 'interests, goals, and their responsibilities for fulfilling the plan, which outlines services directed at helping the young adult achieve positive outcomes.

The integration of agency resources and effective coordination with outside agencies are critical functions of this position. This position is responsible for managing and coordinating overall operations of multiple teams of workers providing the above-mentioned diverse services. This employee is responsible for providing direct supervision for two Social Work Supervisor II's and indirect supervision to their staff; direct supervision of one Supervisor III and indirect supervision to the staff of the CARE Center. This position performs other related duties as required and assigned. This employee reports directly to the Section Chief of Adult Services. quality assurance.

Minimum Qualifications

Minimum Qualifications:
Master's degree from an accredited school of social work and three years of social work or counseling experience, two of which was in a supervisory capacity; or a bachelor's degree from an accredited school of social work and four years of social work or counseling experience, two of which were in a supervisory capacity; or a master's degree in a counseling field and four years of social work or counseling experience, two of which were in a supervisory capacity; or a four-year degree in a human services field or related curriculum including at least 15 semester hours in courses related to social work or counseling and five years of social work or counseling experience, two of which were in a supervisory capacity; or graduation from a four-year college or university and six years of experience in rehabilitation counseling, pastoral counseling, or a related human services field providing experience in techniques of casework, group work, or community organization, two of which were in a supervisory capacity; or an equivalent combination of training and experience.

Knowledge, Skills and Abilities

Knowledge, Skills and Abilities:
Considerable knowledge of methods and principles of casework supervision and training. Considerable knowledge of social work principles, techniques and practices and their application to specific casework and community problems. Considerable knowledge of behavioral and socioeconomic problems and their treatment and governmental and private organizations and community resources. Considerable knowledge of the laws, regulations and policies which govern social work programs. Skill in supervising, training, or orienting lower-level social workers, students, interns, or other staff. Ability to express ideas clearly and concisely and to plan and execute work effectively.

The employee in this position will be operating motor vehicles for Cumberland County and shall have a valid North Carolina Driver's License.

Law enforcement background check is required.

This position will be required to assist in emergency and/or disaster situations.
