The Opportunity

WSDOT is currently seeking a Transportation Engineer 3 to serve as the Active Transportation Program Engineer in Shoreline, WA. This position supports the mission through supporting the Active Transportation Program Supervisor (ATPS) within the NW Region. This position serves as a secondary engineering/operations expert for pedestrian, bicycle, and transit design in support of the region's active transportation program. This position is responsible for providing guidance on incorporating ped/bicycle needs in design and operation standards, handling constituent and local agency inquiries, and delegating and managing tasks as necessary. This position also provides support to the region's complete streets program as necessary. This position is critical in fostering a respectful and healthy work environment with focus on diversity, equity, and inclusion.



What to Expect

Among the varied range of responsibilities held within this role, the Active Transportation Program Engineer will:



  • Lead corridor reviews to identify active transportation needs in the region.

  • Develop recommended actions for active transportation low-cost enhancement projects.

  • Perform safety reviews.

  • Follow up on recommended actions by writing work orders for low-cost enhancements, or by tracking larger investments for future implementation under funded projects.

  • Develop project proposals recommending active transportation improvements including design, scoping, and identification of funding sources.

  • Maintain NW Region prioritized, and cost estimated inventory of pedestrian, bicycle, and transit-oriented projects. This task can include writing work orders for low-cost enhancements, contributing to program project scopes, coordinating with local agency and developer projects, and writing grant applications.

  • Provide guidance to region staff on relevant design standards and regulations in work to improve pedestrian, bicycle, and transit related design and operations.

  • Represent active transportation related interests in highway operation.

  • Coordinate and manage incoming inquiries and responses, including delegation and management of tasks to be performed by Transportation Engineer 2 staff and lower in the active transportation group.

Qualifications

To be considered for this opportunity, the following are required:



  • One (1) year of experience as a Transportation Engineer 2 or equivalent, such as Bridge Engineer 2 or Transportation Planning Specialist 2.

  • Two (2) years of experience in investigating, designing, and implementing active transportation projects, programs, or initiatives.

  • Possess a valid driver's license.

  • Advanced working knowledge of active transportation planning & design and operations, including relevant knowledge of engineering principles and practices, and national/state guidelines (MUTCD, Traffic Manual, Design Manual, WACs and RCWs, NACTO) related to safety and mobility of pedestrians, bicyclists, and transit patrons.

  • Ability to independently apply engineering judgment to analyze, decide on, and initiate actions pertaining to the safe and effective incorporation of pedestrian, bicycle, and transit pathways on state highways.

  • Ability to independently analyze quantitative and qualitative safety & mobility data related to pedestrian & bicyclist usage and facilities.

  • Ability to independently assess priorities, work on and complete multiple assignments, and continually adapt to emergent issues.

  • Ability to perform independent field reviews which may require driving a motor vehicle, riding a bicycle, walking, and working safely outdoors near traffic, often during inclement weather.

  • Strong communication skills, both verbal and written, for interacting with local government and agency officials and constituents.

  • Ability to supervise and coach other staff to maximize performance in their current roles and to prepare them for future roles.

It is preferred that qualified candidates also have:



  • Bachelor of Science degree in Civil Engineering or Transportation Planning, or closely related discipline; or Masters degree in Transportation/Traffic Engineering, Transportation Planning, Urban Transportation Design, or closely related discipline.

  • Applied experience, knowledge, and skills related to pedestrian, bicycle, and transit facility operation and design.
