Position Summary:

In support of the Agency's mission and under the supervision of the Family Services Supervisor, the Family Services Assistant (FSA) works with classroom staff to support the provision of family services to high needs families or those in immediate crisis. This support may be provided to the families on the phone, in person at a center/school, or in the family's home. The FSA is supported by classroom staff in the implementation of parent meetings and the recruitment of family members to parent committees and Policy Council. The FSA works with the Family Services Supervisor, Parent, Family and Community Engagement Specialist and program staff to promote parent engagement and implementation of family services in the Head Start program. In collaboration with classroom staff, the FSA is responsible for working with families in a family partnership process that identifies strengths, needs, interests, goals, services and resources that support family well-being, positive parent-child relationships, families as lifelong educators and learners, family engagement and connections, and family leadership. The FSA is also responsible for documentation of Family Services data in ChildPlus and other program systems as required. The FSA will develop and maintain a detailed working knowledge of Community Action Head Start Policies and Procedures, Head Start Performance Standards, and the Head Start Parent, Family, Community Engagement Framework.

Essential Functions and Responsibilities:

PARENT, FAMILY & COMMUNITY ENGAGEMENT
  • Promote the healthy development of the whole family by establishing mutual trusting and respectful relationships, providing support and advocacy to parents and families for the purpose of enhancing parenting skills and promoting positive parent-child development and families who are able to meet their child and family needs.
  • Facilitate the parent education curriculum as needed.
  • Develop working knowledge of Head Start/Early Head Start Parent Policy Council bylaws and assist with recruitment and support of elected site representatives and Policy Council members.
  • Occasional evenings per month to assist with Parent Engagement activities.
PARTNERING WITH FAMILIES & COLLABORATING WITH CLASSROOM STAFF
  • Welcome families and provide support to classroom staff and/or home visitors during enrollment visits, classroom activities, socialization groups, classroom and family events.
  • Collaborate with classroom staff and/or home visitors to ensure children and families receive comprehensive services.
  • In collaboration with teaching staff, provide relationship-based support to families to assist in skill development needed to achieve their goals.
  • Conduct or participate in home visits as needed.
  • Complete screenings, assessments, and applications with families as required.
RECORD-KEEPING
  • Generate reports and enter data in ChildPlus, Service Point and other program systems as required.
  • Maintain organized files (both digital and physical files) with master copies of community resources.
  • Maintain workflow schedules and standards including, but not limited to: photocopy production, interoffice mail distribution, and phone responsiveness.
OTHER ESSENTIAL FUNCTIONS & RESPONSIBILITIES
  • Assist the Family Services Supervisor with preparation and delivery of Family Services trainings.
  • Strictly always adhere to all safety policies and procedures and respond/correct any at-risk safety issues immediately.
  • Strictly adhere to agency code of ethics and standards of workplace behavior.
  • Perform other duties as assigned to meet business needs, including regular and reliable attendance and adherence to all company workplace behavior standards.
  • Interface with other departments and clients as required.
Marginal Functions and Responsibilities:
  • Bilingual staff may be required to provide interpretation or translation services on occasion.
  • Pick up and deliver needed resources to classrooms and families.
  • Work in classrooms as substitute staff for Classroom Aide or Assistant Teacher as required.
  • Participate in community meetings and training to keep up to date on new and emerging resources and assistance for families.
Required Education/Training/Experience:
  • Minimum of a High School Diploma or equivalent in addition to at least two (2) years of related experience working with families and have a related ORO Step 7. In lieu of ORO related Step 7, or possession of an associate degree in social work, human services, or a directly related field the candidate must possess or acquire within 18 months of hire a credential such as the Head Start program offered in-house Family Services Credential or certification in Social Work, Human Services, Counseling, or an approved related field as a condition of continued employment.
  • Demonstrate proficiency in technology tools such as Microsoft Office applications, databases, spreadsheets and word processing.
  • Excellent written and verbal communication skills.
  • Ability to exercise good judgment and to work cooperatively and in collaboration with diverse staff and clients.
  • Ability to manage multiple tasks and set priorities.
  • Proven ability to work independently and to demonstrate initiative and creative problem solving.
  • Must be able to successfully pass applicable background and Oregon Central Background Registry checks prior to new hire processing and beginning actual employment.
  • Completion of appropriate Fit for Duty and TB Testing according to Head Start regulations prior to date of hire.
  • Access to reliable transportation for home visits, valid driver's license and proof of vehicle insurance.
Preferred:
  • Bachelor's degree in Human Services, Social Work or a related field in addition to at least one year of experience working with families in a similar role.
  • Fluent verbal and written communication skills in Spanish and English, and the ability to translate written materials from English to Spanish or Spanish to English.
  • Experience with and/or knowledge of Head Start.
  • Experience with and/or knowledge of social service systems or non-profit organizations.
Required Licensing or Other Special Certifications:

Required Physical Demands of Essential Functions and Responsibilities:
  • Work is conducted in an office environment with frequent travel to various Head Start/Early Head Start sites throughout Washington County; personal vehicle/insurance required for travel to sites.
  • Extensive phone/computer use.
  • Ability to drive company and/or rental van to transport parents to/from OHSA Conferences.
  • Extensive use of video terminal and keyboarding.
  • In normal workday, may stand/walk __3-4_ hrs/day; may sit _6-8_ hrs/day; may drive __3-6_ hrs/week; may use hands for repetitive grasping, pushing and pulling, typing and fine manipulation 2__ hrs/day; may use hands at or above shoulder level for _1_ hrs/day.
  • In normal workday, may bend, squat, and/or climb frequently. Occasional kneeling, stooping, bending and sitting on the floor or in small chairs.
  • Work is light in nature, lifting a maximum of 40 lbs., with frequent lifting and/or carrying of objects weighing up to 20 lbs., and occasional lifting of a child weighing up to 60 lbs.
  • May require walking or standing to a significant degree or sitting most of the time with a degree of pushing and pulling of arm and/or leg controls.
