Job Focus Area

This Education Consultant Supervisor is located within the Office of Teaching and Learning, Division of Academic Content and reports to a classified Deputy Assistant Superintendent. This position is responsible for implementing and coordinating activities associated with English Language Arts content (ELA) content and literacy, standards, professional development, assessment (non-summative), and instruction for grades K-12, and managing a staff of Education Consultants that specialize in ELA. Activities associated with this position include developing and/or reviewing high-quality curriculum and instructional materials; engaging district and school educators in the implementation of high-quality curriculum and teacher support structures; assisting in the management of teacher leader advisors and contractors whose work directly relates to K-12 ELA; and serving as a state leader in ELA.
Candidates with the following skills and experience are encouraged to apply:

In-depth, current knowledge of content standards, literacy initiatives and policies, curriculum, and assessment as related to ELA education.

Ability to work well with others

Ability to manage a team to move work forward

Ability to engage in the observation and review implementation to refine strategy and plans through an ongoing improvement cycle

Experience in collaborating with multiple stakeholders to deliver a common and consistent message to the field in support of Louisiana's academic strategy for ELA and the Literacy Initiative and Core Pillars

Previous project management experience

Previous personnel management experience or school system leadership experience

Experience teaching ELA and/or serving as a ELA content expert

Qualifications

MINIMUM QUALIFICATIONS:

Any of the following will qualify:

1. A baccalaureate degree plus six years of professional level experience in teaching or education; or in a public or private sector setting.

2. A master's degree plus five years of professional level experience in teaching or education; or in a public or private sector setting.

3. A master's degree in education plus four years of professional level experience in teaching or education; or in a public or private sector setting.

SUBSTITUTIONS:

A master's degree plus thirty graduate hours will substitute for one year of the required experience.

An Educational Specialist Degree will substitute for one year of the required experience.

A Ph.D. or Ed. D will substitute for two years of the required experience.

NOTE:

Advanced degrees will substitute for a maximum of two years of the required experience.

NOTE:

Any college hours or degree must be from an accredited college or university.

FUNCTION OF WORK:

To supervise an organizational section responsible for statewide educational programs.

LEVEL OF WORK:

Supervisor.

SUPERVISION RECEIVED:

Administrative direction from an Education Division Director or higher-level administrator.

SUPERVISION EXERCISED:

Direct line over subordinate professional-level education staff.

LOCATION OF WORK:

Predominantly located at the Department of Education. Other locations may be approved by SCS.

JOB DISTINCTIONS:

Differs from the Education Consultant 4 by the presence of direct line supervision over lower-level Education Consultants and other related staff.

Differs from the Education Deputy Advisor by the absence of serving as the deputy to a cabinet level unclassified executive.

Approves the development, revision, implementation, and evaluation of current and long-range plans, rules, regulations, guidelines, and policies for multiple statewide programs in accordance with federal or state laws and policies.

Approves the design, development, and implementation of innovative educational programs and research projects on the basis of national and state reports, trends, economic conditions, future needs, educational research findings, and state and federal legislative or policy developments.

Recruits, interviews, and recommends approval for hiring personnel and evaluates performance of personnel.

Approves budgetary reports, records, and activities, ensuring adherence to federal, state, and other regulations, policies, and procedures for budgetary control and authorizes the allocation and expenditure of state, federal, and other funds to eligible recipients for implementation of all programs.

Testifies before state and national legislative committees and state, regional, and national hearings, including the state legislature and State Board of Elementary and Secondary Education on behalf of the department/division relative to identified educational issues.

Advises the unclassified division director of specific issues related to division programs and the progress of programs in meeting established goals and objectives and obtains concurrence on policy and procedure approvals or to advise local superintendents of education, other educators, and other persons outside the field of education on programs, policies, procedures, laws and regulations, and answers questions and assists in the resolution of education problems.

Make recommendations to the division director regarding mandated and discretionary programs and budgetary or personnel matters.

Researches educational issues, federal and state laws, and state Board of Elementary and Secondary Education (BESE) policies to develop proposed legislation impacting education.

Represents the division director on key departmental committees working on departmental policies, discipline, accountability, technology, as well as interoffice matters.

Coordinates state and federal educational program activities of several units within and outside the division on a project basis.

Develops and recommends to the division director programmatic policy directives and procedural guidelines to local educational authorities.

Directs the administration or implementation of major elements of the state's reform model, including areas such as curriculum, assessment, or accountability components.

Coordinates the design, development, and piloting of education reform programs and research projects.
