Job description: The Eastern Upper Peninsula Intermediate School District (EUPISD) is one of 56 intermediate school districts (ISD) in Michigan. Every one of the state's 500+ local school districts is part of an ISD. The EUPISD is a regional education service agency with the primary function to provide, or assist our local districts to provide special programs and services. Within our ISD, there are 19 districts covering 4,000 square miles in three counties and part of another in the eastern end of the Upper Peninsula of Michigan. The total number of PK-12 students is 6,500.

The EUPISD serves local districts by providing educational services and support in special education, curriculum, early childhood, career and technical education, professional development, business services and technology. The EUPISD also pursues business, community, and interagency collaboration. The EUPISD has a long history of collaboration with our local districts that has resulted in the creation of a strong infrastructure in support of all aspects of teaching, learning, compliance, and fiscal management.

The EUPISD is funded with a combination of local, state, and federal funds. The voters of EUPISD have approved a 1.75 mill levy for special education, a .2 mill levy for general operations, and 1.0 mill levy for vocational education. State aid received is based on annual authorizations from the state legislature. Our current budget is $36 million. The EUPISD currently has 210 employee/contractors providing services to our local districts and students.

Purpose of Position:

The Northern Early Childhood Support Network (ECSN) is seeking full-time Training and Technical Assistance (T&TA) Specialists. The Eastern Upper Peninsula Intermediate School District (EUPISD) and Traverse Bay Area Intermediate School District (TBAISD) are the grantee agencies for the northern ECSN. The T&TA position is funded by a grant from the Michigan Department of Education.

Under the general direction of the ECSN Administrators and in collaboration with the Great Start Collaboratives, Great Start Parent Coalitions, Resource Centers, and community stakeholders, the Training and Technical Assistance Specialist will develop and deliver training and technical assistance content and resources related to the priorities, goals, and mission of the Northern ECSN.

Reports to: Early Childhood Support Network Administrators

Period of Employment: 220 days

Knowledge, Skills, Abilities and Competencies Required:
  • Bachelor?s degree in early childhood education, child development, or a related field with three years? experience in Michigan?s early childhood systems. Master?s degree in related field preferred.
  • One to three years of successful experience within early childhood systems
  • Demonstrated knowledge of and skill applications with research and evidence-based practices in early childhood to support early childhood providers, young children and their families
  • Demonstrated skills in time management and organization, with the ability to work independently
  • Skills in training, technical assistance, and public speaking
  • Interpersonal and writing skills to communicate effectively with a variety of audiences
  • Self-directedness and initiative when given a variety of responsibilities and assigned tasks/projects
  • Demonstrated ability to gather information, analyze data, problem solve and implement decisions in a collaborative team setting
  • Ability to travel throughout northern Michigan and the Upper Peninsula. Some travel to statewide and national conferences may be required
  • Must have regular and reliable attendance

Essential Duties and Responsibilities:

Utilizing existing resources and initiatives available at the national and state levels, develop training and technical assistance content for regional RC, GSC/PC personnel in order to support increased quality in early childhood settings and outcomes.
  • Assist with convening and facilitating stakeholder meetings regarding statewide initiatives or regional training events for the Northern ECSN
  • Provide data analysis and support for regional RC, GSC, and PC
  • Provide training and technical assistance within the structures of the Northern ECSN
  • Coordinate with regional RCs, GSCs/PCs to develop and offer professional development to support quality improvement efforts of the Northern ECSN in a variety of formats, including in-person and webinar-based training and technical assistance using media such as Adobe Connect and Adobe Presenter
  • Provide information to listservs, as appropriate
  • Stay up to date on current research related to the ECSNs, T&TA, and quality improvement.
  • Participate in state and national professional development opportunities
  • Provide consultation and support for the functions of the Northern ECSN, including regular meetings with the ECSN Administrators, Management Team, Steering Committee, Advisory Board, other ECSNs, and the MDE.
  • Provide qualitative and quantitative data and support to the development of periodic reports to Michigan Department of Education, ECSN Steering Committee, Advisory Board, and stakeholders
  • Participate in quality assurance of training and services provided
  • Carry out assigned project activities and participate in professional development activities
  • Remain free of substance abuse and/or illegal drug use at all times
  • Other duties as Assigned

Work Environment:

A combination of professional office environment and travel throughout the region and state to provide support to the ECSN constituents (Resource Centers, Great Start Collaboratives, and Parent Coalitions). The ability to work remotely. It is also anticipated that some stress will be associated with this position primarily due to deadlines associated with data collection, reporting, facilitating T&TA across the region, and general workflow. It is necessary that the individual have skills for public speaking and the capacity to remain calm, considerate, and tactful in difficult situations.

Wages and Fringes:
$55,000-$65,000, dependent on education and experience, with benefits for medical, life, LTD, dental, and vision insurance, cash in lieu of medical insurance; accrued sick and personal time
