Duties
Serves as the Manager, Shared Services Center reporting to the Director, Shared Services Center (SSC) in Kansas City, Missouri. Develops a partnership philosophy within the overall Shared Services arrangement. Builds and manages relationships with internal and external stakeholders, and collaboratively identifies opportunities for improvements. Conducts accurate, timely and valuable financial analysis of business information to support strategic decision making. Actively participates in decision making and strategy implementation across MCCS. Reviews, prioritizes and recommends courses of action to the Director, GBS on issues impacting planning and implementation. Reviews proposed actions and recommendations for accuracy, responsiveness, and comprehensiveness and for impact on both short and long term GBS strategies and objectives. Will partner with local and Headquarters Management Information System staff on issues requiring both technical and non-technical solutions related to systems software applications. Will partner with Headquarters or field accounting staff to resolve issues and recommend process improvements.
Leads and takes the initiative in the delivery of a range of operational (transactional) accounting services at the Kansas City location, which includes:
- Oversee all aspects of the accounting activities such as billing of customers, supplier invoice processing, payment of travel expenses, and disbursing.
- Ensure all accounting services delivered are compliant with MCCS and other applicable policy and Directives.
- Contribute to the production of a fully reconciled and consolidated General Ledger (GL) that facilitates the preparation of the interim/Annual Financial Statements within agreed timelines.
- Point of contact for any internal or external audit or inquiries related to the operational accounting services; and be responsible for implementing any agreed upon audit recommendations/observations.
- Ensure the maintenance of, and actively contribute to, the development of documented processes and procedures including desktop instructions.
- Implement structured risk management throughout accounting operations.
- Contribute to general business improvement initiatives in Finance.
- Represent, as required, GBS at MCCS or external meetings/working groups etc.
Supervises full performance level employees directly and indirectly to include: assigning, distributing, evaluating work; coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, recommending and completing performance reviews, recommending and administering discipline, recommending and administering incentive awards, signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment, being alert to alcohol/drug abuse to take appropriate action, serving as final authority for GBS KC level human resources controversies, being responsive to human capital strategic plans, succession management initiatives, and civilian leader development.
This is a white-collar position where occasional lifting up to 20 lbs. may be required.
May travel to complete work assignments and conduct or attend conferences and meetings. May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. Performs other duties as assigned.

Qualifications
Bachelor?s Degree in Accounting or Finance (Master?s Degree preferred) AND five years of related and relevant work experience; OR an appropriate combination of education and experience that demonstrates possession of the knowledge and skill equivalent to that gained in the above; OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above. Masters of Business Administration (MBA) and/or Certified Public Accountant (CPA) license is highly preferred.
- High degree of skill in analytical reasoning and the ability to apply that skill in the identification, analysis, and conceptualization of problems.
- Expert knowledge of program management and budgeting issues.
- Skill in giving complex oral presentations and briefings, which contain in-depth explanations, analyses and potential solutions of subject matter. Ability to carry out all digital functions.
- Thorough knowledge of quantitative and qualitative methods and techniques to develop standards covering complex program functions and/or missions.
- Skill in planning and coordinating team study work, and to supervise employees in the accomplishment of work.
- Extensive experience in the use of Excel.
- Extensive experience in documenting business processes and identifying and implementing improvement opportunities.
- Demonstrated excellence in accounting operations, reconciliations and reporting up to the level of producing auditable Annual Financial Statements adhering to Generally Accepted Accounting Principles (GAAP), DoD Instructions, and Marine Corps policies, procedures, rules and regulations.
- Proven ability to communicate effectively, orally and in writing.
- Proven ability to work under pressure in a complex environment.
- Proven ability to lead, develop and supervise team members.
- Extensive experience in different aspects of Financial Management such as accounting, budgeting, financial planning.
- Proven ability in change and stakeholder management.
- Experience establishing and working within a Finance & Accounting SSC highly desired.
- Prior experience working in a military and civilian environment is highly desired.
