Job description: Waukegan Community Unit School District No. 60 serves nearly 15,500 students in preschool through grade 12 and is located halfway between Chicago, Illinois and Milwaukee, Wisconsin on the shores of Lake Michigan. The District has one early learning center, 15 elementary schools, five middle schools and a high school program divided between two 9 ? 12th grade campuses. The District encompasses portions of Waukegan, Beach Park and Park City.

What We Need:
The Bilingual Coordinator is responsible for assisting in the implementation of the goals and objectives of the Bilingual Program as well as: coordinating professional development offered from the Bilingual Department, serving as an EL representative on curriculum/ instruction and assessment development work, and maintain and communicate information regarding materials from the Bilingual Program. The coordinator will be responsible to conduct regular walk throughs of classrooms where assigned and assigning specialists to address areas in need of support. The Bilingual Coordinator will report to the Director of Bilingual and Multicultural Education.

Essential Duties and Responsibilities: All Functions are under the Direction of the Bilingual and Multicultural Director

1. Will work to contribute to, communicate and achieve the department?s yearly goals as aligned to the district?s strategic plan.
2. Working closely with the Bilingual Director, monitor and assist in following specific program requirements and evaluation of program effectiveness based on data for Newcomers, TBE, TPI and Dual language programming.
3. Working closely with department staff, develop a comprehensive professional development plan for all PreK ? 12 administrative and EL teaching staff specifically targeting: biliteracy and multilingual strategies
4. Assist in the development and maintenance of the annual budget for all the EL professional development
5. Guide the development, implementation, and evaluation of professional development and training programs for EL programs.
6. Support and train principals on effective strategies for implementing the Bilingual program, initiatives, and requirements in each building.
7. Collaborate with district leadership to plan and lead administrative leadership meetings, principals leadership meetings related to EL and teacher leaders meetings.
8. Will assist in planning and presenting at Bilingual Thursdays
9. Will conduct regular walk throughs of classroom instruction in order to provide feedback and support to improve instruction including assigning specialists to provide additional support
10. Plan and direct procedures related to the acquisition of materials and equipment.
11. Maintain system of inventory of materials, contracts,and equipment
12. Recommend and implement curriculum improvements.
13. Monitor and assist in supervising department staff
14. Monitor specialist reporting to building principals
15. Meet regularly with principals to support program implementation
16. Assist and/or coordinate district procedures for communicating student learning (report cards, progress reports, and cumulative records)
17. Assure that policies, rules, regulation, and contractual requirements are followed in areas of designated responsibility.
18. Will help facilitate transition meetings with other departments for 5th graders going to middle school.
19. Will help facilitate transition meetings with other departments for 8th graders going to high school.
20. Assure district compliance with state and federal mandates related to bilingual programming.
21. Conduct presentations to the Board of Education as directed by the Director of Bilingual and Multicultural Education of relevance to the Bilingual program.
22. Maintain an up-to- date roster of teacher certification
23. Plan, coordinate, monitor progress and communicate with principals regarding after school tutoring for ELs.
24. Will help lead district curriculum mapping teams and also serve and contribute as a representative for bilingual education
25. Will work with data and assessment to ensure assessment procedures are accurate for ELs
26. Assist staff in interpreting data and in using data to inform decisions.
27. Responsible to assist in supervising parent events included Parent University for EL parents and BPAC.
28. Responsible to attend and assist in after school, weekend and evening Bilingual Department Community Events.
29. Assist in completing reports necessary for the Bilingual Director including those to complete the TBE/TPI and LIEP grant applications.
30. From time to time provides presentations for parents.
31. Will serve as a Bilingual Department representative to assist with bilingual programming details for ELs in relation to the district?s summer school for all learners.
32. Implement district and department philosophies and objectives;
33. Meet regularly with members of the department
34. Assist with the orientation of new teachers to the department
35. Confer with the Director of Bilingual and Multicultural Education Program on personnel matters
36. Provide leadership and assist teachers in the department with the implementation of the curriculum
37. Creates Department monthly newsletter
38. Assumes any other duties as may be delegated by the Director of Bilingual and Multicultural Education as supervisor and the supervisor may make any adjustment in the scope of responsibilities and outlined above which will be in the interest of the school district.

Qualifications:
1. Must hold Illinois Professional Educators License with Administrative Endorsement and bilingual and/or ESL endorsement
2. A minimum of three (3) years of recent successful experience as a school and/or district level administrator.
3. Completion of requirements for a Master?s degree in Linguistic, Bilingual Education, Curriculum & Instruction, or Education Administration & Supervision
4. Current Illinois certification to evaluate Teachers.
5. Commitment to the belief that all children, regardless of circumstances, can achieve at high levels;
6. Demonstrated ability to multitask effectively and prioritize strategically;
7. Openness to feedback and willingness to take personal responsibility;
8. Passion to embrace the goals of raising achievement for all students and closing achievement gaps;

12. Commitment to maintaining a high level of competence in the field of education and remaining current in issues related to areas of responsibility.
13. High level of personal integrity and a strong work ethic;
14. Thorough knowledge of and ability to research Federal, State, and district laws, policies, and procedures.
15. Ability to supervise and work effectively with departmental personnel.
16. Bilingual, English and Spanish preferred.

Physical Demands/Environmental Factors: Frequent in-district travel. Will be required to work a flexible schedule that includes evenings, and occasionally, weekends.
