The mission of the Department of Public Instruction:



The State Board of Education has the constitutional authority to lead and uphold the system of public education in North Carolina.

Plan/develop, implement and evaluate educational programming designed to meet the unique and individual needs of visually impaired infants, toddlers, and preschoolers assigned to that individual teacher.

Knowledge, Skills and Abilities / Competencies

Qualified candidates must document on the application that they possess all of the following:



Demonstrate the ability to develop and implement instructional programs unique to the individual needs of each child through the use of the individualized education plan (IEP) or the individualized family services plan (IFSP) on a yearly or "as needed " basis (to be done at least annually);



Provide developmentally appropriate instruction, using the IEP or the IFSP as a guide, to all children receiving services; identify, utilize, and evaluate instructional materials designed for use with visually impaired infants and preschoolers, based on the needs of the individual student.



Demonstrated experience working with children with visual impairments.



Minimum Education and Experience Requirements



Bachelor's degree and a valid teaching certificate or the ability to obtain a valid teaching certificate, bachelor's or master's degree in related field of study, with experience in teaching students with special needs. A valid North Carolina teaching license in the field of visual impairment and/or birth through kindergarten is preferred as well as the North Carolina Infant-Toddler Specialist certification.
