Job Overview:
This position exercises coordination in the ESSA: School Improvement Division at the Office of Public Instruction through interaction with the education community; local, state, national, and federal organizations, institutions, and agencies; and policy makers relating to the design, delivery, analysis, and evaluation of English Language Acquisition and Language Enhancement. This position assists districts in meeting the Montana Content Standards and State long term goals established under ESEA section 1111 including measurements of interim progress toward meeting goals based on the State?s English language proficiency assessment. The position provides online resources, professional development, and technical assistance to support schools as they review, refine, and improve their instruction for ELs to ensure they will meet the state goals. The position coordinates technical support and professional learning for districts to improve ELs programs and teacher effectiveness. Specifically, the position supports educators to embed EL strategies into core content instruction in order to support students in accessing and engaging with the state academic standards. These services rely on knowledge research in English Language Development, teaching and learning and successful instructional designs, classroom implementation, and school leadership to deliver effective K-12 education to English Learners. The position also provides specialist/consultant services for schools, gathers and analyzes information regarding teacher needs and development of appropriate responses to those needs. Attention is given to supporting teachers in meeting the unique needs of American Indian ELs.

Knowledge, Skills, and Abilities required to perform the job:
? Knowledge is required of the theories, principles, and practices of language acquisition and enhancement, education and programs, administration.
? Knowledge of planning and organization.
? Knowledge of teaching methodology and learning theory, curriculum, and instruction background.
? Knowledge in the field of educational leadership related to education reform, school improvement, learning theories, research and assessment, group process, data analysis, school facilities and design.
? Knowledge of national clearing houses and databases in professional development and effective schools research for English Language Acquisition and Language Enhancement.
Knowledge of complexities of academic achievement of culturally and linguistically diverse students.
Knowledge of the goals, purposes, and reporting requirements for compliance for state and federal agencies, and State Board of Public Education administrative rules for accreditation of schools.
? Skilled in evaluation of program and resource materials, accreditation and certification, research, and current education practices.
? Ability to interpret philosophy, policy, rules, and regulations governing statewide school support systems.
? Ability to establish and maintain effective working relationships with employees, other agencies and the public to communicate effective by verbally and in writing, to plan and direct an educational service program, to supervise and coordinate the work of others, and to understand and apply federal state laws and regulations.
Minimum Qualifications (Education and Experience):
? Bachelor's degree in education, educational leadership or related field.
? 3 years of experience in education, professional development and effective schools research, design, and practice, curriculum and classroom assessment development, instructional practices, or related field.
