About the Department



Founded in 1966, the Center for Urban Affairs and Community Services (CUACS) extends the educational research capabilities of North Carolina State University (NCSU) to governmental and community agencies. The Center operates under a mandate to provide research and technical assistance to state and local government as well as to the faculty and staff of NCSU. As part of the Center's work with the state government, a new program Technical Outreach to Public Schools (TOPS) was established to support functions critical to public education K-12. NCSU will collaborate in areas of mutual interest with the North Carolina Dept. of Public Instruction (NCDPI) to support public schools in educational areas of high priority. Specifically,



NCSU will work with NCDPI in applying research and development skills to major educational and technological issues and by providing product and quality control support to the measurement of educational performance in the state's 115 local school systems. Tops will: 1) provide research, technical, and training assistance in carrying out assessments on a statewide basis; 2) develop tests and provide support for technological improvements for data-driven decision-making; 3) conduct needs assessment and research studies in priority areas of mutual interest. These work activities are highly sensitive and confidential and are technically complex and 4) develop items for the online formative item bank.

Essential Job Duties



The Education Consultant position will serve as ELA content specialist/curriculum assistant in the development, review, revision, and evaluation of multiple-choice, performance, and other assessment-type test items in the development of formative item bank and the creation of related scoring rubrics/training materials for grades 6-12 English/Language Arts.



Duties will involve the production of polished final assessment/test items for statewide formative item banks used by teachers across the state. Will assist in required client training helping and showing how to create, and review assessment items, and how to use assessment data in instruction. Work with a team to generate accurate and informative training materials. Assist with training, guidelines, and protocol set by the program manager as needed. Office environment with over half of the work involves using computers. Some knowledge of copyright procedures/rules for work with various selections selected for assessment purposes.



Specifically, key responsibilities are:


  • Develop, revise, and evaluate assessment items and test forms for 6-12 in assigned content areas. Will assist in ways to develop, revise, and evaluate multiple-choice and extended response test items and forms for English/Language Arts (including alternate assessments) and assist in guiding advisory groups in this process. Will work with team/others to ensure that items are aligned with the curriculum (Common Core State Standards). Assist/help coordinate and work with a contractor(s) to locate appropriate English/Language Arts passages. Assist/help coordinate and work with the contractor(s) to develop sound assessment/test items that meet NCDPI-specified criteria. Assist/help produce polished final test forms and items. Assist in helping monitor item pools and learn of assignment of item writing contracts using the online item writing system;

  • Create and prepare training materials for sessions with teachers, and other professionals and maintain information used in online item writing systems for assigned content areas. Will assist in developing and preparing training materials for English/Language Arts, including alternate assessments. Will assist in preparing materials linking curriculum instruction and assessment. Will work cooperatively with the supervisor and content lead to make decisions concerning the selection of appropriate training materials. Create training materials for use in online item writing systems including development of writing prompts, development of English/language arts multiple-choice, extended response, and performance items. Assist in developing and preparing training materials for the distributive scored performance tests as needed including creation of score reports and training and guide sets. Assist as needed in the creation and/or review of materials related to the online writing assessment system (training and guide sets, rubrics, prompts, and scoring materials);

  • Assist with special test development projects as necessary. Will assist other test development staff with various projects on an as-needed and as-available basis. This includes the creation and/or review of materials related to online writing assessment systems (training and guide sets, rubrics, prompts, and scoring materials) the development of assessments for non-tested areas and for formative assessments; and the creation of assessment prototypes used to guide and inform instruction.

Qualifications



Minimum Education and Experience



Masters degree in education, special education, instructional design, educational technology, English, educational media or related discipline stressing either curriculum development or learning theory or a four year degree in the field to which assigned and two years of experience in teaching, educational testing, or instructional design and curriculum development, or an equivalent combination of education and experience.



Degrees must be received from appropriately accredited institutions.

Other Required Qualifications

  • Must be proficient in Word, Excel, and PowerPoint, Access and use internet online applications and search engines;

  • Department Experience writing or reviewing test items or experience teaching grades 6-12 (ELA) or training others in the field assigned (ELA) for grades 6-12;

  • The position will be required to assist with training and experience with training adult learners in areas such as writing assessment items, using assessment data, or experience in assisting tests, and standard courses of study using NC DPI.
