Post Context

ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO?s posture, military structures, forces, capabilities and doctrines.

The Joint Force Development (JFD) Directorate consists of six HQ SACT-based Branches that, together with the Joint Warfare Centre (JWC), Joint Force Training Centre (JFTC) and Joint Analysis and Lessons Learned Centre (JALLC), have responsibility for NATO Force Development activities. The aim is to improve interoperability amongst NCS, NFS as well as interoperable Partners? forces allocated to NATO, and enhance capabilities, to undertake the full spectrum of Alliance missions

The Modelling & Simulation (M&S), Learning Technologies Branch provides M&S and Learning Technology support to the NCS in the areas of operational planning, capability development (including defence planning), strategic and operational exercising and wargaming, utilizing Subject Matter Experts in M&S, education & Learning Technologies, instructional systems design and information systems.

Section Head (Learning Technologies) within the Modelling & Simulation (M&S) and Learning Technologies (LT) Branch.

Reports to: - Branch Head (M & S, LT).

Principal Duties: His/her duties are:

a) Act as the principal technical advisor to ACT on present and future Education and LT including e-Learning, virtual classrooms and Simulation capability in support of individual, small team and collective education and training.

b) Responsible for the implementation of Education and LT, development and coordination of e-Learning/Joint Advanced Distributed Learning. Ensure that the Future Training Solutions section activities are aligned with NMA?s strategic priorities, and SACT priorities.

c) Responsible for directing and coordinating NATO Education and LT capabilities with the outside commands, organizations and agencies.

d) Lead and deliver the Education and Training Functional Services Programme working with all actors to ensure coordination, and clear direction for the agreed future solutions.

e) Conduct research and attend relevant conferences, seminars and symposia to identify potential advances in Education and LT for possible implementation in NATO education and training for more effective and efficient staff education and training.

f) Set the strategy for NATO Education and Training Facilities, PfP Training Centres and COEs in distributed education and ensure that the required capabilities in distributed education and distributed Individual training are developed and implemented meeting NATO?s security and technical requirements.

g) Influence and support the staff in ACT in their online education and training needs as required as well as human capital goals and objectives.

h) Chair the NATO & PfP ADL multinational working groups (OF5-OF3 Level). Attend as HQ SACT Education and individual LT expert representative to relevant meetings and appropriate groups.

i) Responsible for developing, revising and directing the M&S and LT Branch budget and act as a deputy Fund Manager for ACOS JFD.

j) Set the strategy and monitor that the online education and training and distributed training development products progress and ensure compliance with established standards and delivery milestones.

k) Direct the capability development of distributed education and individual training support to current NATO operations staff working with the relevant Joint Force Commands.

l) Responsible for supporting distributed training support to Joint Warfare Centre and Joint Force Training Centre.

m) Monitor and evaluate all e-Learning Courses developed for NATO, providing advice and guidance as necessary and ensuring all relevant information is fed back into the corresponding education system.

n) Responsible for developing and updating the required LT (including Advanced Learning Technologies) STANAGS, Directives, Policies & Procedures.

o) As requested by the Military Committee in MCM-064-03 he/she has the responsibility to report to the MC when requested to keep them informed on the progress of Distance Learning capability in NATO.

p) Act as M&S, LT Branch Head when required.

Essential Qualifications

? University degree and 4 years post related experience in one or more of the following areas: information systems, education and communications

? 5-7 years' experience (depending on educational background/degree) in education, Learning Technologies and related technologies.

? Knowledge of information sources in nations in this area, including Learning Technologies Centres and military and civilian academic institutions.

? The ability to evaluate, research and implement new technologies to enhance and support NATO?s education and training, to improve its efficiency and effectiveness in preparing NATO and nations readiness for NATO operations, exercises and staff work.

Language

English - SLP 3333 - (Listening, Speaking, Reading and Writing)

Desirable Qualifications

a. Professional Experience

Teaching experience in a military/civilian academic environment and working experience in a multinational military Headquarters.

b. Education/Training

? Post Graduate Degree (Masters level) in a science, engineering or education discipline.

? Postgraduate degree in Instructional Systems Design or other Education Technologies.

? Publication of papers/articles on scientific or technological topics or similar work in military environment.

Attributes/Competencies

Personal Attributes: He/she must be capable of working harmoniously in a multinational military and civilian environment. Able to use initiative and inventiveness in developing potential innovative solutions to military capability needs. He/she must be in good health and be prepared to travel within and outside the United States in support of the listed duties.

Managerial Responsibilities: He/she will be required to supervise military and civilian staff officers, including technical support and administrative support staff and/or contractors. His/her responsibilities includes the development, review and management of ACT budget activities on education and Learning Technologies including distance learning, gaming and simulation.

He/she will have full management, direction and control of the work of two military officers (OF-4) and (OF-3), and two NATO International Civilians (NG15), (NG12) . This includes ensuring the resources allocated to this section are used efficiently and effectively, bringing cost savings in education and training through distributed education and training.

He/she will be Chairman of the NATO ADL Forum.

Professional Contacts: He/she must be able to liaise effectively both within and outside the HQ with military and civilian personnel. He/she will have frequent contact (internal and external) with all ranks and grades of staff, both military and civilian. The majority of direct contact will be at the OF-6/OF-5/OF-4 and NG-23/22/20 levels. Representation, including chairmanship, with authority to make decisions on behalf of SACT at appropriate NATO boards, committees, panels and groups.

Contribution To Objectives: Education and training are the most important elements in NATO?s transformation. Education and LT including Advanced LT and Simulation will bring education and training to those who need it anywhere, anytime and will transform NATO intellectually, culturally and militarily. As the chief officer responsible for education and LT at HQ SACT, he/she directly contributes to the effective and efficient education and training of both ACT staff and NATO and PfP member nations? staff, to create the required transformation, interoperability and mission readiness of allied and partner forces.

Security Clearance

The successful applicant will be required to apply for and receive a NATO Secret Security Clearance prior to final confirmation of contract and commencement of employment.

He/she will be required to work in a normal office environment.
