Duties

INTRODUCTION: This position is located within the Semper Fit Division of MCCS. This position is a manager of an Active Duty Recreation Center specifically targeted to Active Duty Enlisted personnel 18-25 years of age. This position reports directly to the installation Recreation Center Supervisor.

MAJOR DUTIES: Responsible for the overall operation and control of the area Recreational Center, including property, equipment, and daily operations. Responsible for the purchase, upkeep and maintenance of facility equipment and will make daily and detailed checks for sanitation, cleanliness and safety of all the areas. Responsible for gear issue and receipt of gear check-in. Develops and ensures implementation of an activity safety program in accordance with the base safety program. Advise employees of available safety regulations, instructions, materials and equipment. Complies with OSHA standards and safety infractions that can result in disciplinary actions, and follows through with appropriate action.

Supervises employees and any volunteers to include: assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, disciplinary actions, completing performance reviews, processing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program. Responsible for the proper training of staff in all aspects of the Recreation Center. Manages staff and patrons to resolve complaints and grievances.

The Recreation Center Manager will develop, schedule, organize, publicize, direct and evaluate both recurring and non-recurring activities and programming in that facility. Programing includes social, cultural, athletic and recreational activities, performing arts, life skills development, competitions and social interactions that promote a happy healthy lifestyle and improve the quality of life for junior service members. Programs and activities are offered to help patrons learn and refine recreational and life skills. Incumbent will ensure maximum utilization of facilities, services, and other resources, suggest improvements and evaluate effectiveness of on-going programs based on participation, patron satisfaction and facility utilization. Completes an annual program plan based on needs assessment and meets the requirement that 50% of programs repeat, 30% are seasonal and 20% are new annually. Recommends program changes, variations, policies, fees and charges. Ensures that programs are organized properly and supported in order to maintain a high level of patron participation and user satisfaction.

Completes all required hourly, daily, weekly and month reporting requirements. Assist with all Single Marine Program trips, program, and events as needed, including addressing large numbers of people in a public setting, supervising recreation trips and managing volunteer activities.

Constantly providing World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner, acknowledges customers, smiles and makes eye contact. Asks questions to determine, verify and solve problems. Takes action to solve problems quickly. Alerts the higher level supervisor, or proper point of contact for help when problems arise.

Performs other related duties as assigned.

FINANCIAL RESPONSIBILITIES: Must be able to work within the given budget for specific events. Must be able to obtain and maintain a Government Purchase Card to make necessary purchases for program needs. Assists in preparation of supporting data for new plans and budget requirement recommendations.

ADDITIONAL RESPONSIBILITIES: Must support other programs within Semper Fit when called upon such as the Hard Corps Race Series, Fitness, Athletics, outdoor adventures etc. Will maintain confidentially when collecting Personally Identifiable Information (PII), HIPPA, and other information.

Reviews and interprets directives and regulations. Maintains official files. Collects, compiles and organizes information and data to meet administrative requirements. Prepares correspondence and drafts instructions. Uses a personal computer to transmit correspondence, create reports, databases, spreadsheets, graphics, slide shows and presentations. Receives telephone calls, visitors, complaints and outside contacts and directs them to appropriate contacts when necessary.

Must be proficient in Microsoft Office: excel, word, power point, publisher, Outlook (email), Windows, and navigating the web. Must have excellent oral and written communications skills. Must have excellent customer service skills and the ability to successfully plan, organize and execute special events. Applicants must have the ability to maintain effective working relationships with all levels of employees, both inside and outside the organization. Must be able to work with little supervision. Must have the ability to supervise large groups of people unassisted.

Incumbent is required to obtain a CPR and first aid certification within the first three months of employment. Within one year of hire date must complete or hold a Certificated Program Planners certification or Certified Parks and Recreation Professional Certification. Employee must also hold a food handling certification within three months of hire.

WORKING CONDITIONS: Applicants must be willing and able to work nights and weekends, occasional travel and some federal holidays. This is a mixed position where the incumbent must be able to lift and carry objects up to 45lbs independently and objects over 45lbs with assistance. Adheres to safety regulations and standards. Uses required safety equipment, and observes safe work procedures. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

MINIMUM QUALIFICATIONS:Must have three years professional experience in the recreational field or three years of facility management experience, which demonstrates knowledge of the goals, philosophy, principles, techniques and procedures used in organizing, planning, administering and conducting recreational activities. Knowledge of the Marine Corps and MCCS systems is highly desirable. Must possess a valid driver?s license. Bachelor?s degree in recreation or related field highly desirable and may replace some work experience.
