Duties

Summary of Duties:
  • The incumbent?s responsibility, first and foremost, is to lead by example, to shape and sustain a working environment most conducive to the successful performance of those entrusted to his/her leadership and direction; creating a positive atmosphere and culture within the Review and Analysis Division and its constituent branches that reflects the pride, professionalism, sense of accomplishment, fulfillment, collaborative engagement, well-being, and wholehearted customer focus of its employees is the incumbent?s essential purpose and focus of main effort.
  • Supervises, coordinates, directs, plans, schedules, and trains Marine Corps Community Services (MCCS) security and loss prevention activities and program. Security is provided for operating and support divisions that are composed of over 650 employees in approximately 66 different structures to include, but not limited to: Marine Corps Exchange complex; Marine Corps Air Station Exchange; several satellite retail stores, food service activities, etc.
  • Serves as technical advisor for MCCS security matters and is principal point of contact between MCCS military, and civil law enforcement agencies.
  • Develops and coordinates short and long-range security and loss prevention plans and emergency action procedures. Develops and maintains the annual MCCS security budget and provides input to all levels of management.
  • Researches, audits, and evaluates security and loss prevention policies and procedures aimed at minimizing MCCS?s loss of resources. Directs the activities of security personnel in their efforts to protect MCCS merchandise and property from theft, shoplifting, or other forms of dishonesty on the part of patrons or employees. Suggests remedies and provides timely advice to all managers that control resources.
  • Analyzes issues and trends and develops recommendations to resolve substantive problems of effectiveness and efficiency in security, loss prevention techniques, and internal physical control. Recommends revisions and changes in security procedures and policies to the Director, Review & Analysis.
  • Makes on-the-spot decisions and provides direction to MCCS personnel outside the Review & Analysis Division regarding security and loss prevention. Supervises physical surveillance activity, reviews and analyzes reports, occurrences, circumstances or information relative to security matters and forwards findings and results to proper authorities.
  • Oversees and directs security personnel to conduct random checks of cash register reports, detail tapes, and conducts cash count verifications to determine, report, and verify discrepancies with cash handling procedures. Serves as technical advisor for security operations within the department for functional managers.
  • Responds to break-ins, malicious damage, robbery or natural disasters involving MCCS property. Is responsible for safe combination installation, and maintenance of burglar alarm intrusion systems. The alternate Antiterrorism (ATO) and Force Protection (FPCON) manager, attending meetings as needed or in the absence of the Security Systems Analyst.
  • Supervises employees to include assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, disciplinary actions, completing performance reviews, signing timesheets, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment.
  • Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Ensures implementation of an activity safety program in accordance with the Base Safety Program. Advise employees of available safety regulations, instructions, materials and equipment. Promptly reports workplace accidents/injury to the Human Resources Office.
  • Ensures that safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions, and follows through with appropriate action. Ensures minimal loss of duty by complying with ?Return to Work? program initiatives, and following up on employee well-being. Performs other related duties as assigned.

Minimum Qualifications:
  • Four years of substantial experience that demonstrates knowledge in a security environment.
  • Knowledge and skill to conduct surveillance of establishment and interpret and report findings of data acquired.
  • Ability to implement investigative legal principles to include observation and description, search and seizures and rules of evidence. Ability to effectively communicate, both orally and in writing, with military members of all ranks, as well as members of the civilian law enforcement community.
  • Skill to effectively manage all aspects of supervision of subordinates.
  • Must possess and maintain a valid driver?s license.
  • Ability to operate a computer and use of various software.
  • Able to obtain and maintain a Secret Clearance.
  • This is a white-collar position where occasional lifting up to 20 lbs., may be required.
