About the position

CACI is seeking a Business Process Consultant - Analysis and Assessment to provide analytical support and independent assessment of submarine availabilities at Portsmouth Naval Shipyard (PNSY) located in Kittery, Maine. The successful candidate will work directly with PNSY project teams to review key performance indicators that are essential for improving processes and workflows associated with submarine maintenance project execution. This role is critical in enhancing Submarine Operational Availability, and the consultant will interface with project leadership to provide actionable recommendations to government decision makers. The consultant will be responsible for establishing and tracking metrics to determine the effectiveness of processes and ensure accountability for stated goals. Utilizing KPI analysis, the consultant will assist project teams in focusing on critical path elements that add the most value to their work. The role also involves supporting, coordinating, and managing customer expectations in the preparation of documentation and deliverables as required. The consultant will design, develop, and update operational and performance metrics that measure the status of objectives and their impact on the performance of Shipyard measures. In addition to direct customer support, the consultant will advise others on data collection and analysis, and will engage with customers through various communication methods including face-to-face meetings, telephone, video conferencing, email, and chat. The execution of contract requirements, including timely completion of reports and submission of supporting data and metrics, is also a key responsibility. The position requires limited oversight from a manager, and the consultant will face complex problems that require innovative solutions. The work environment is primarily at the customer site, with occasional work at CACI or home sites, and may involve physical demands typical of a shipyard office environment.

Responsibilities
? Work directly with the PNSY customer on analysis and assessment leading to process improvements supporting project teams.

? Establish and track metrics to determine effectiveness and ensure accountability of stated goals.
,
? Use KPI analysis to assist project teams in concentrating on the critical and controlling path elements that will provide the most value added to their work.

? Support, coordinate, and manage customer expectations in preparation of documentation and deliverables as required.
,
? Design, develop, and update operational and performance metrics that measure the status of objectives and their impact on the performance of stated Shipyard measures.

? Advise others regarding data collection and analysis.
,
? Support/interface with customers via face to face, telephone, video conferencing, email, chat, and applicable online presence.
,
? Support the execution of contract requirements, which may include timely completion of written reports and submission of supporting data and metrics.

? Other duties as assigned.

Requirements
? Must be a U.S. Citizen with an active DoD Secret security clearance.
,
? Minimum 7 years of experience working in public or private industry Shipyards in the area of shipbuilding, modernization, or ship repair OR in a large commercial repair machine shop OR in the US Navy submarine force.

? Minimum 3 years of hands-on maintenance experience in a production shop or engineering department.
,
? Expertise in Shipyard best practices with the ability to leverage that expertise and experience to identify best-in-class practices across the shipbuilding and ship repair community.

? Knowledge of Naval Shipyard data systems.
,
? Proficient in collecting, organizing, and manipulating performance data in Excel, Power BI, and other analysis/assessment software applications.

? Expertise in facilitating meetings with leadership.
,
? Demonstrated focus on getting work done at the deck-plate level and making the workplace and operating environment higher performing.

? Demonstrated project management and communication skills.
,
? A self-starter who will seize and maintain the initiative in ambiguous situations.
