The Department of Health Services (DHS), Division of Public Health (DPH) works with our local and tribal public health partners, and community groups statewide, on a wide variety of programs and services that protect the health of Wisconsin residents.
DPH is recruiting for a Public Health Nursing Consultant in the Office of Policy and Practice Alignment (OPPA).
This position offers the option to work remotely up to 5 days per week and will be headquartered at one of the DPH central or regional offices in Madison, Green Bay, or Milwaukee. The schedule may vary based on training or operational need. Statewide travel and overnight stays may be required approximately 15% of the time.

Position Summary
As the Public Health Nursing Consultant, you will provide nursing leadership for public health system efforts that ensure consistent and accountable public health services, develop public health system capacity, link public health system partners' work, and prepare for, monitor, and respond to statewide and regional issues and emergencies. Responsibilities may include:
? Incorporating safe nursing practice and services to individuals, families, communities, and populations.
? Providing leadership in the development of public health system capacity in changing environments, communities, and the evolving health care system.
? Providing technical assistance and consultation to Tribal health centers, local health departments, and community partners.
? Ensuring consistent and accountable public health nursing services at the local, regional, and state levels.
? Linking the work of the Department of Health Services with local, Tribal, regional, and state public health system partners to carry out core functions, essential public health services, and foundational public health services.
? Promoting high-quality public health nursing competencies through education and training of the nursing workforce.
? Developing resources and participating in research critical to public health nursing and public health to carry out the foundational public health services.
Salary Information
The starting pay is between $42.00 and $44.21 per hour (approximately between $87,400 and $91,900 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.
Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. The position is in the Public Health Nurse - Advanced classification and is in pay schedule and range 11/03.
Job Details

? For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.
? Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee's headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.
? This position requires the ability to drive a State vehicle or the ability to provide one's own transportation. In order to become authorized to drive a State vehicle, you must meet the requirements of the State of Wisconsin Fleet Vehicle Policy .
Qualifications
Minimally qualified applicants will have all of the following:
? Licensure or eligibility* for licensure as a Registered Nurse in the State of Wisconsin. Licensure in Wisconsin must be obtained by the time of appointment.
? Experience providing training, consultation, or technical assistance to various internal and external partners (e.g. local health departments, organizations, agencies, general public, etc.).
? Experience interpreting and applying state statutes and rules related to nursing or public health practice.
? Eligible is defined as your license is currently in process with the Wisconsin Department of Safety and Professional Services, or you currently hold a license in another state and are eligible to obtain a license in the State of Wisconsin.
Well-qualified applicants will also have one or more of the following:
? Experience working in a local, state, or Tribal health department.
? Experience applying epidemiological data to assess, plan, and evaluate programs.
? Experience developing or implementing quality improvement initiatives.
? Experience addressing health disparities, health equity, social determinants of health, cultural competence, or intersectionality.
? Meet the requirements described in Wisconsin Administrative Code DHS 139.08 to be a public health nurse.
