Contract Administrator I - Procurement Division
Posted 2025-03-15Oversees and manages policy for advanced and complex contract duties in support of large scope, high-dollar or high-risk contracts. Oversees the execution and administration of contracts by defining requirements, participating and advising on negotiations and ensuring compliance with policy, law and acceptable contracting practices. Monitors progress/benchmarks, financial expenditures, allocations and inspects final results. Serves as the point of contact for contracts and related issues. Work requires extensive contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
? Develops short and long-term strategies and goals for the administration of assigned contracts.
? Develops, writes, revises and/or prepares, procurement documents, change orders, work orders, agreements, time extensions and acceptance testing.
? Monitors contract performance by examining billings, fiscal data, and eligibility determinations for compliance with terms of contract and policies; recommends cancellation of contracts when deviations occur.
? Oversees the administration of complex agreements and contracts.
? Oversees the audit of payment invoices for completeness, accuracy and compliance with terms of contract and governmental contracting rules, regulations and procedures.
? Provides advanced technical and administrative support to include reviewing, processing, answers questions, provides assistance and handles complaints and resolution of discrepancies and problems regarding contracts, billing, payment and warrants.
? Researches complex state and federal statutes and opinions, Department policies and previous contracts.
? Performs other job responsibilities as assigned.
Minimum Qualifications:
- Education: Bachelor's Degree in business administration, finance, or a related discipline.Experience: 6 years of contract administration, contract management, contract development, or related experience (Experience can be satisfied by full time or prorated part time equivalent)
- Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications Licenses and Certifications:? Valid driver?s license. This position requires driving a state vehicle.? Must be Certified Texas Contract Developer (CTCD) and Certified Texas Contract Manager (CTCM), or Certified Texas Contract Developer (CTCD) and Certified Texas Contract Manager (CTCM) dual certification OR must obtain the Certified Texas Contract Developer Certification and Certified Texas Contract Manager (CTCM) within 12 months of the date of hire

Physical Requirements and Working Conditions:
? Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
? Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
