The PBCA Compliance/Occupancy Specialist III position is a vital role within the Contract Management Services department of the State of Nebraska. This full-time, exempt position requires the individual to conduct on-site Management Occupancy Reviews (MOR) of tenant files and owner policies to ensure compliance with federal regulations, HUD guidance, and the HAP Contract. The role is primarily focused on maintaining high standards of compliance in affordable housing, which is crucial for the integrity of housing programs in the state. The successful candidate will be part of a team of traveling telecommuters, which allows for a dynamic work environment and the opportunity to make a significant impact on housing compliance across Nebraska. In this role, the specialist will be responsible for conducting physical inspections of multi-family properties, performing audits of tenant files, and reviewing Section 8 HUD vouchers. The position requires a proactive approach to identifying and resolving operational issues, management deficiencies, and excessive vacancies. The specialist will also be tasked with preparing documentation for MORs, writing reports, and providing feedback to owners and management agents. This position involves a significant amount of travel, with approximately 75% of the time spent traveling within the state and occasionally out of state. The candidate must be comfortable with booking travel arrangements and reconciling travel expenses. Responsibilities
? Conduct physical on-site inspections of multi-family properties to determine compliance with HUD regulations.

? Perform on-site audits of tenant files, EIV, and review Section 8 HUD vouchers for compliance.

? Provide feedback and follow-up to owners and management agents regarding operational issues and management deficiencies.

? Book travel arrangements including airfare, hotel, and rental car as needed.

? Reconcile credit card statements, submit travel vouchers, and complete contingency fees.

? Support team by backing up Compliance/Occupancy Specialists I and II as needed.

? Professionally interact with Owners and Management Agents, assisting with questions related to HUD regulations.

? Research property specifications and related HUD regulations.
,
? Prepare or review all required documents for an MOR, including property-specific checklists and tenant files.
,
? Prepare cheat sheets for MOR reports and deliver them to Owners, Agents, and HUD.

? Create and review quarterly Work Plans to be submitted to HUD.
,
? Review and respond to MOR responses received from Owner/Agents.

? Participate in training new hires and internal staff by developing and presenting materials as needed.
Requirements
? Bachelor's Degree in Business, Public Administration, Accounting, Communications, or related field.

? At least 4 years of experience in affordable housing or public housing programs with a strong understanding of HUD forms and handbooks.

? At least 5 years managing residential properties with responsibility for auditing residential records for program compliance.

? At least 3 years of experience working directly with diverse customers and composing detailed professional documents, letters, memos, and reports.

? Intermediate user of Microsoft Office products, including Word, Excel, and Outlook.

? Must possess a valid driver's license and be insurable under BHA's auto insurance policy.

? Multi-family Housing Occupancy certification or similar certification is preferred.
