About the position

The Quality Assurance Team Lead will oversee software quality assurance and quality control tasks for the Resource and Patient Management System (RPMS) project, supporting the Indian Health Service (IHS). This remote position requires leadership in establishing processes for software evaluation, maintaining quality throughout the software development life cycle, and managing software release activities. The role involves coordinating with project managers and stakeholders to ensure defect-free software and providing reports on QA/QC activities.

Responsibilities
? Provide leadership and management for software QA/QC tasks performed by the team.
,
? Establish and maintain processes for evaluating software and associated documentation.
,
? Determine resources required for QA/QC activities.
,
? Maintain a high level of quality throughout the software development life cycle.
,
? Conduct reviews at predetermined points throughout the development life cycle.
,
? Provide reports related to QA/QC, including alpha/beta testing and patch installation status.
,
? Maintain and update QA/QC and release management procedures.
,
? Manage software release activities, including announcements and distribution to stakeholders.
,
? Conduct FOIA release activities, updating databases and tracking requests.
,
? Lead a productive team with an average of 3-5 releases daily.
,
? Coordinate with the Project Manager to ensure software compliance with standards.
,
? Test software and report defects to ensure functionality meets requirements.
,
? Support cross-functional team efforts related to software training and documentation.
,
? Document process improvements for quality assurance.
,
? Prepare milestone status reports and deliverables on QA processes.

Requirements
? Bachelor's Degree or higher in a business or technical discipline.
,
? Minimum of 5 years of experience as a QA Analyst and/or Team Lead.
,
? Previous experience as a QA Team Lead in a government setting preferred.
,
? Experience reviewing business requirements and specifications with a team.
,
? Experience developing test plans, test cases, and defect tracking.
,
? Knowledge and experience in the Healthcare IT industry.
,
? Experience with software testing tools such as VSTS, TFS, JIRA, or similar.
,
? High proficiency with MS Office applications: Word, Excel, Access, PowerPoint, Outlook, SharePoint.
,
? Excellent oral and written communication skills.
,
? Experience in large scale stakeholder management and coordination.
,
? Excellent knowledge of software development and user interface web applications.
,
? Knowledge of languages and technologies: Java, JavaScript, JSP, J2EE, Spring, Hibernate, CSS, DHTML, HTML, XML.
,
? Knowledge of architecture styles/APIs (SOAP, REST, RPC).
,
? Experience troubleshooting in Windows, VMware, and UNIX environments.
,
? Experience with Intersystem Cache/Ensemble.

Nice-to-haves
? Experience with EHRs, IHS RPMS, VA VistA, or DoD CHCS.
,
? Experience with M/Mumps, Cache, Ensemble.
,
? Working knowledge in database management.
,
? Experience with basic System Administration in Windows and UNIX environments.

? Excellent Excel spreadsheet knowledge for reporting processes.

? Experience with implementing automated test tools and strategies.
