Posted 2025-03-14<p><strong>Title:</strong> Payroll Specialist</p><br/><p><strong>State Role Title:</strong> Financial Services Spec I</p><br/><p><strong>Hiring Range:</strong> $47,232-$76,752</p><br/><p><strong>Pay Band:</strong> 4</p><br/><p><strong>Agency:</strong> VA Dept of Transportation</p><br/><p><strong>Location: </strong>Richmond</p><br/><p><strong>Agency Website:</strong> www.virginiadot.org/jobs/default.asp</p><br/><p><strong>Recruitment Type:</strong> State Employee Only - E</p><br/><p> </p><br/><p><strong>Job Duties</strong></p><br/><p>The Virginia Department of Transportation's (VDOT) Central Office Fiscal Division is seeking a highly qualified Payroll Specialist to prepare and process all facets of the semi-monthly and bi-weekly payrolls for Central Office.<br/>The selected candidate will support Central Office accounting functions by processing semi-monthly and bi-weekly payroll, managing VSDP, Workers' Compensation, payroll reconciliations, time entry and leave, as well as other accounting functions and projects as assigned. Ensures accurate payment to employees while in compliance with payroll regulations, policies and procedures. Explains and advises users on policies and practices related to these areas. Assists employees with payroll related issues. Maintains confidentiality of personal and sensitive data at all times.<br/>This position's specific responsibilities and duties will include, but are not limited to:<br/>Payroll Functions - Work with HR each pay period to receive all documentation for payroll processing. Enter payroll data into Cardinal and process payroll changes, VSDP, Workers' Compensation, and special pay. Prepare reports related to payroll expenditures, deductions, withholdings, and totals by pay period per month. Reconcile payroll deductions to Cardinal reports. Perform pre-audit of Salary and Hourly payroll. Whether it's knowing the work you do makes a difference, having a great work/life balance, working on exciting and challenging projects, leading innovation, and championing change or simply working with a great group of people who are committed to professionalism, at the Virginia Department of Transportation, we have something for you.</p><br/><p> </p><br/><p><strong>Minimum Qualifications</strong></p><br/><ul><li>Ability to communicate effectively orally and in writing with diverse audiences.</li><li>Ability to maintain confidentiality of personal and sensitive information.</li><li>Considerable knowledge of state and federal laws and regulations governing payroll activities.</li><li>Ability to work independently, multi-task, work well under deadlines, and pay attention to detail.</li><li>Working knowledge of generally accepted accounting principles (GAAP) to include cost accounting and internal controls.</li><li>Ability to research, reconcile, analyze, and evaluate data.</li><li>Experience with payroll processing, general ledger, and accounts reconciliation.</li><li>Skill in the use of computers and software applications to include automated financial and payroll systems.</li><li>Ability to prioritize and organize work effectively.</li></ul><br/><p><strong>Additional Considerations</strong></p><br/><ul><li>A combination of training, experience, or education in Accounting, Business Administration, or related field.</li><li>Experience processing payroll for 500 or more employees.</li><li>Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC)</li><li>Public sector accounting experience.</li><li>Considerable knowledge of state and federal laws and regulations governing payroll activities.</li><li>Ability to explain and apply policies and procedures, interpret tax laws and regulations.</li><li>Ability to research, reconcile, analyze, and evaluate data.</li></ul><br/><p><strong>Special Instructions</strong></p><br/><p>You will be provided a confirmation of receipt when your application and/or r sum is submitted successfully.
