Position Overview

The Emergent Bilingual (EB) Specialist is responsible for coordinating, planning, and preparing compliance documentation for students eligible for English as a Second Language (ESL) services. This role involves establishing and managing BOY (Beginning of Year), MOY (Middle of Year), and EOY (End of Year) Language Proficiency Assessment Committees (LPACs), identifying and tracking English Learners (ELs), and ensuring full compliance with state and federal requirements.

Essential Position Functions
? 100% Compliance Goal: Ensure all compliance requirements are met for EL services and documentation.
? LPAC Management: Establish, facilitate, and maintain documentation for an LPAC that meets quarterly to make decisions on identification, instructional accommodations, EL intensive language services, monitoring progress, and reclassification.
? Training & Recruitment: Recruit and train staff and parents to serve on the LPAC.
? Parent Communication: Prepare and deliver annual reports to parents on student progress and LPAC decisions, and provide identification and eligibility documentation.
? Collaboration: Work closely with ARD Committees, RTI teams, SPED teachers, 504 Committees, and dyslexia programs to coordinate services for dually identified EL students.
? Data Management: Ensure accurate identification of ELs upon entry and that bilingual/EL coding is up-to-date in the relevant educational data systems.
? Documentation: Maintain accurate and organized language cumulative files and tangible documents.
? PEIMS Submission: Compile demographic data and ensure all necessary data for state PEIMS submissions align with state requirements.
? Assessment Implementation: Assist with the implementation and execution of relevant state and federal assessments (e.g., LAS LINKS, TELPAS, IOWA, STAAR).
? Resource Management: Help teachers use available EL supplemental resources and provide recommendations for additional resources as needed.
? Teacher Coaching: Coach teachers and their direct managers on effectively serving EL students using sheltered instruction strategies.
? Testing Supports: Ensure that designated testing supports used on state assessments are also effectively implemented in the classroom.
? Program Evaluation: Collaborate with the EB supervisor to compile and update second language acquisition procedures, program needs, and data for the EOY ESL Program Evaluation report.

Knowledge, Skills & Attributes
? Familiarity with Indiana state and federal laws regarding English Learners (ELs) and ESL programs, including identification, assessment, and reclassification procedures.
? Understanding of LPAC functioning and requirements, including documentation, decision-making processes, and reporting.
? Knowledge of ARD committees, RTI, Special Education (SPED) programs, and Section 504 plans for coordinating services for dually identified students.
? Proficiency in managing and interpreting assessments like LAS LINKS, TELPAS, IOWA, and STAAR.
? Competence in using educational data management systems relevant to Indiana, such as Ascender and DMAC.
? Strong organizational and reporting skills, including the ability to prepare comprehensive documentation related to student progress and program evaluations.
? Effective collaboration with various committees and staff to ensure cohesive service delivery to students.
? Ability to coach and support teachers in implementing effective instructional strategies and using supplemental resources for ELs.

Education & Certification Requirements
? A bachelor?s degree in education, bilingual education, ESL, or a related field.
? A Master?s degree in education, educational administration, curriculum and instruction, or a related field is preferred and may be required for higher-level positions.
? Valid Indiana teacher certification, which may include ESL or Bilingual Education certification (Grades EC-12) depending on the program requirements.
? Special Education certification may be beneficial for coordination with SPED programs and committees.
? A minimum of two years of teaching experience in a physical or virtual environment is required.

The pay range for this role is:

48,500 - 52,000 USD per year (Remote - United States
