Position Summary

Portland Community College is looking for it's next Payroll
Compliance Manager. Under the direction of the Payroll Director,
the Payroll Compliance Manager works independently to provide
complex, confidential support requiring discretion and judgment in
matters of significance. The Payroll Compliance Manager is
responsible for providing oversight to the College?s payroll, tax
compliance and reporting as well as implementation of new policies
and procedures in order to ensure compliance.

Demonstrated experience in Oregon PERS (or equivalent retirement
plans), payroll liability accounts, bank account reconciliations,
and other Federal and State compliance is required in order to be a
success in this position. Assignments require a high degree of
confidentiality and involve interactions with diverse individuals
and stakeholders across the District. This position oversees
payroll specialists and a payroll accountant and is located at the
Sylvania Campus.

These qualifications, skills and abilities are critical for

Throughout the screening process, you will be evaluated based on
the demonstration of these qualifications.

  • Significant (5+ years) HR, Payroll, Accounting and/or Auditing
  • Experience.
  • Demonstrated experience in managing compliance and reconciliation
  • of Oregon PERS and/or other payroll liability accounts.
  • Expert knowledge of U.S. federal, state, and local payroll
  • regulations.
  • Prior experience in multi-state payroll, Workday and ADP
  • SmartCompliance.
  • 5+ years payroll management experience.
  • Prior experience with Leaves of Absence.

Minimum Qualifications

To be considered, your application must demonstrate these minimum
qualifications. (Experience is calculated based on the start and
end dates you provide multiplied by the number of hours per week
worked).

Bachelor?s degree in business administration or related field
(relevant experience may substitute for the degree requirement on a
year-for-year basis).

Five (5+) years of progressively responsible professional payroll
or accounting/auditing experience.

Experience with integrated payroll systems. ADP and Workday
preferred.

Preferred Qualifications

  • CPP (Certified Payroll Professional) preferred.
  • Oregon Paid Sick Leave experience.

Employee supervision experience preferred.

Starting Salary Expectations

Minimum $85,646 to range midpoint of $104,917. Placement will
generally not exceed the mid-point, based on qualifications,
experience, and internal equity.

Position Grade Salary Range

$85646 to $124186 Annual Salary

Paid Leave: (Pro-rated by FTE for Part-Time Employees)

  • 14.67 hours of vacation leave per month

Working Conditions and Physical Requirements

This job operates in a professional business office environment on
a PCC campus. While performing the duties of this job, the employee
is regularly required to maintain a stationary position for long
periods of time (sitting or standing); communicate with employees,
partners, and stakeholders; and operate a computer to develop work
products, communicate, and carry out responsibilities. Occasionally
the employee is required to move around the campus to attend
meetings, access items, and utilize equipment, and, rarely, move or
transport items up to 10 pounds. Ability to provide own
transportation to and from campuses and/or offsite functions may be
required.
