About the position

The Housing and Community Development Specialist II position at the California Department of Housing and Community Development (HCD) is a critical role responsible for conducting high-level research, analysis, and development of program and policy recommendations for consideration by executives. This position is eligible for hybrid telework, allowing for flexibility in work arrangements, with the possibility of full-time remote work under certain circumstances. The selected candidate's headquarters location will be determined based on their primary residence in California, which is subject to change based on HCD's criteria. In this role, the incumbent will engage in research on significant and sensitive housing issues, including the Regional Housing Needs Assessment and Allocations, Affirmatively Furthering Fair Housing, Opportunity Maps and Framework, Anti-Displacement strategies, Tenant Preferences, and the Equity Plan. The position also addresses critical areas such as homelessness, land use and planning, public health, disaster preparedness and recovery, climate change, and housing for special needs populations. The specialist will serve as a liaison between the Division and various external stakeholders, requiring political sensitivity and sound judgment when discussing sensitive topics. The role demands a comprehensive understanding of legislative, regulatory, and governmental policy development, as well as experience in local planning and housing development. The incumbent will facilitate meetings, present to public audiences, and work collaboratively with diverse stakeholders. Additionally, the position involves conducting policy analysis, preparing policy briefs and technical assistance documents, and managing projects effectively to ensure successful outcomes over extended implementation periods.

Responsibilities
? Conduct high-level research and analysis on housing-related issues.

? Document and update departmental processes and procedures.

? Manage projects, lead teams, and utilize project planning tools effectively.

Requirements
? Experience and/or exposure to legislative, regulatory, or governmental policy development.

? Experience with local planning and housing development, housing legislation, or housing data and research, particularly the Regional Housing Need Allocation (RHNA) and Affirmatively Furthering Fair Housing (AFFH).

? Experience facilitating meetings and presenting to public audiences and internal working groups, working with a variety of stakeholders.

? Experience conducting policy analysis, including research and using complex data, particularly regarding Affirmatively Furthering Fair Housing.

? Experience preparing materials such as policy briefs, papers, presentations, and technical assistance documents.

? Experience documenting and updating department processes and procedures.

? Project management experience, leading teams and project initiatives.
