The Executive Director of Legislative and Regulatory Policy at the Blue Cross Blue Shield Association (BCBSA) is a senior leadership role focused on advancing the organization's legislative and regulatory policy solutions, particularly in the areas of Medicare, Medicaid, Duals, and the Children's Health Insurance Program (CHIP). This position is pivotal in shaping the market positioning of BCBSA and has a direct impact on the health coverage of tens of millions of Americans. The Executive Director will serve as a critical policy voice on pressing issues, acting as a lead advocate for government programs in collaboration with lawmakers, regulators, BCBS companies, coalitions, industry partners, and the media. In this role, the Executive Director will set the strategic direction for policy and positioning on key issues such as Medicaid redeterminations, Medicaid managed care, Medicare Advantage rate notices, and CMMI demonstrations. The position requires the ability to engage, inform, and persuade decision-makers in Congress and the Administration regarding effective solutions for public health programs. The Executive Director will also be responsible for developing consensus positions among BCBS companies on federal legislation and regulations, ensuring alignment across various teams and departments, including lobbying, communications, research, marketing, legal, and business. Additionally, the Executive Director will lead the creation and management of impactful materials and resources that showcase BCBSA's commitment to public programs and advance its policy objectives. This includes overseeing large-scale research, actuarial modeling, cost estimates, case studies, and legislative communications. Advocacy efforts will involve working closely with Administration officials to improve federal rules and regulations affecting Medicare, Medicaid, Duals, and CHIP, as well as engaging with congressional representatives and state officials to promote Medicaid solutions. The role also entails being a senior communicator and key contact for BCBS companies nationwide, fostering strategic alignment and educating stakeholders on complex policy issues. Maintaining a robust professional network is essential for advancing policies and collaborating with industry partners and influential third-party stakeholders. The Executive Director will serve as a liaison with regulatory representatives from other health sector associations, ensuring BCBSA's interests are effectively represented.
Responsibilities

Requirements
? Bachelor's Degree in Political Science, Public Health, Public Administration or related field is required.

? Master's Degree in public policy, health policy or related field is preferred.

? 8-10 years of experience working with federal legislation, regulation, and government programs.

? 3-5 years of experience in staff management and development.

? Extensive experience with government programs (Medicare and/or Medicaid/CHIP) and healthcare insurance issues.

? Experience developing consensus positions and advocacy strategies for organizational recommendations.

? Experience leading cross-functional teams on policy development and advocacy projects.
