The City of Santee is currently accepting applications for:
CONFIDENTIAL PAYROLL SPECIALIST
Due to expected high volume of applications for this job posting, City of Santee Human Resources will be capping the maximum applications received at 75.
Under general direction, the Confidential Payroll Specialist performs complex and difficult work involved in the preparation, review, and maintenance of payroll for the City; ensures all applicable deadlines are met; ensures the validation and accuracy of payroll operations; interprets a variety of rules and regulations for payroll compliance; prepares W-2s and quarterly tax reports; researches, analyzes and resolves pay related issues and/or discrepancies; provides detailed information and reports for labor negotiations; prepares personnel cost budgets; reconciles payroll related general ledger accounts and prepares adjusting journal entries; interacts with management, supervisors and employees; sets up and maintains earnings and deduction codes; administers the City's 457 and RHS contributions, loans and withdrawals; performs other related duties as assigned.
Distinguishing Characteristics
The nature, diversity and scope of responsibilities performed at this level require a greater degree of tact, discretion, initiative and independent judgment and carry a greater consequence of error distinguishing this classification from other clerk positions, including Senior Account Clerk. Advancement to this classification is not based on time in grade of any other clerk position, but solely at the discretion of the department director based on the organizational needs of the department and demonstration of a full understanding of payroll policies and practices and the ability to perform the full range of routine and complex functions with a high level of discretion and independent judgment.
Representative Duties
? Prepares, reviews and maintains confidential payroll records for the City; ensures the validation and accuracy of payroll operations;
? Enters a variety of payroll information into the City's computer system including timecards, specialty pay, terminations, deduction and tax changes, etc.
? Audits, reviews and verifies submitted payroll information, makes corrections and enters data into the computer system;
? Processes pay changes and payroll deduction changes such as deferred compensation, flex benefits, withholding for mandated or voluntary deductions including child support, garnishments, charitable deductions or insurance contributions;
? Computes and processes pay adjustments due to Workers' Compensation, long-term disability, leaves of absence, and donated leave; calculates retroactive pay adjustments;
? Consults with the Human Resources department on a variety of issues including new deductions, changes to contribution levels, bargaining group changes, benefit deduction table set-up, leave tables, CalPERS tables, and timing of implementation;
? Monitors current City MOUs, IRS and CalPERS regulations for payroll compliance; responds to inquiries regarding payroll procedures, MOU interpretations and tax related filing and deductions;
? Prepares and submits the annual Local Government Compensation report to the State Controller's Office;
? Recommends changes and improvements to existing standards and procedures;
? Establishes and maintains annual payroll calendars;
? Coordinates payoff and conversion programs including vacation, comp time, holiday, vacation buy back, and sick leave conversion;
? Balances, reviews and prepares W-2s, periodic tax reports, and a variety of payroll related reports; identifies and resolves discrepancies; prepares fiscal year end reports; processes and enters journal vouchers to the financial system for general ledger posting;
? Administers key elements of the City's retirement and supplemental retirement plans including contribution limits, loans, withdrawals, and catch up provisions; provides employees with information on contribution limits; processes loan requests and repayment information; processes and monitors 457 catch up provisions; audits contribution statements and loan reports and resolves any discrepancies;
? Answers a variety of payroll related questions from City employees; researches and resolves difficult and complex payroll issues; explains City payroll policies and procedures;
? Verifies and corrects balances of vacation, sick , compensatory and other leave credits; reconciles and adjusts employee year-to-date leave balances as necessary;
? Prepares and maintains a variety of confidential and sensitive statistical data and records; compiles financial information for budgetary and labor relations purposes as requested;
? Prepares personnel cost budget information in support of the annual operating budget process;
? Reconciles payroll related accounts in the general ledger and prepares necessary adjusting journal entries;
? Performs related duties as assigned.

Minimum Qualifications
Any combination of education and experience which demonstrates the ability to perform the duties of this classification may be deemed qualifying. An example would be education equivalent to graduation from high school and four (4) years of increasingly responsible and recent experience performing payroll processing, reporting, and accounting in a public agency.
College level course work in accounting, bookkeeping, business administration or a closely related field is highly desirable. Experience with basic computer applications, i.e. MS Word and Excel is expected.
Special Requirements
The applicant selected will be subject to a criminal history investigation through the California Department of Justice (DOJ) and a thorough background check. A waiver for reference and background information must be completed.
City of Santee employees are designated Disaster Service Workers through state law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
Expected salary: $74456.86 - 90502.77 per year
