Duties
The Section Head, Database Services is responsible for leading the Database Administration Section within Infrastructure and Enterprise Services Branch, Chief Information Officer (CIO). Leads a team of Database Administrators to establish, support and maintain all databases for all business and support software systems and web solutions provided for worldwide operations within Marine Corps Community Services (MCCS). Databases being maintained may be in a government owned/leased data center, in the cloud, or a hybrid environment and primarily include Oracle and SQL Server. Leads the administration of Oracle Databases for the administration and development of the MCCS Informatica Data Warehouse/Lake/Hub environments.
Roles Include:
- Leads the Databases Services section: government, contractor, and 3rd party personnel.
- Performs complex design, development, and deployment of multiple database solutions for a variety of system architectures.
- Performs physical and logical data modeling, creation, normalization, loading, performance tuning, cybersecurity, and monitoring of databases.
- Manages and ensures availability, reliability, and security of all data and metadata throughout life cycles of all software systems.
- Leads efforts to install, upgrade, patch, configure, tune, test, document, backup, and recover databases.
- Develops long range plans to meet MCCS Enterprise IT strategic and budget objectives in support of MCCS business and mission outcomes.
- Coordinates with IT Management and collaborates with other IT teams (e.g., Network services, Systems Administration, Cybersecurity, Help Desk, Project Management, Web services, and Application services) and business functions as appropriate.
- Secures database servers and databases in accordance with National Institute of Standards and Technology (NIST) and Defense Information Systems Agency (DISA) Security Technical Implementation Guide (STIG) guidelines.
- Works with Cybersecurity and application owners to conduct assessment and authorization activities in support of Risk Management Framework compliance.
- Documents and implements Database server/Database STIGs controls, Standard operating procedure (SOP) and configuration documents.
- Performs data and business process analysis in support of CIO process improvement activities.
- Evaluates third party software to determine if it will meet business and operational needs and is compatible with existing operating systems and applications.
- Participates in budget planning for IT projects and IT operations: IT Capital & IT Operations and Maintenance (O&M).
This is a white-collar position where occasional lifting up to 20 lbs may be required.

Qualifications
Bachelor?s Degree in Information Technology, Computer Science or a related field appropriate to the work of position AND five years of experience such as would be gained in a Senior Database Administrator position with progressively technical experience in database administration, design, development, tuning, testing and maintenance, two years of which should be in a supervisory role OR a Bachelor's degree in any discipline with 10 years of experience such as would be gained in a Senior Database Administrator position with progressively technical experience in database administration, design, development, tuning, testing and maintenance, two years of which should be in a supervisory role, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above.
Working knowledge in Relational Database Management System (RDBMS) data architecture. Working knowledge in Oracle RDBMS and MS SQL Server DBA skills. Experience with building, hosting, and troubleshooting databases on Windows and Unix/Linux Operating Systems (OS). Understanding of Cloud Database technologies and topologies. Knowledge of data/database security, applications (development and production), and Cloud technologies.
Must have interpersonal and communication skills (verbal and written) with the ability to work with people at all levels of the organization. Must understand IT operations, IT service and IT project management. Ability to guide, coach, and mentor teams, strong in team building, and organizational development. Knowledge of Software Development Lifecycles.
Experience using Business Intelligence (BI) tools such as Power BI, Tableau or other enterprise BI tools is desirable, Experience with Oracle DBA and SQL Server. A DBA certification for Oracle and/or SQL Server DBA Cloud certification a plus. Knowledge of and experience with Data warehouses, Informatica PowerCenter administration and Informatica PowerCenter developer skills for Extract, Transform, Load (ETL) processes and tools is highly desirable.
Security+CE server certification or greater (must be maintained throughout employment)
This position is Non-critical Sensitive. As a condition of employment, the incumbent must be able to obtain and maintain an Access National Agency Check and Inquiries (ANACI/ Tier 3) Secret Clearance to access classified information.
Eligible for incremental telework as determined by MR/MF policy.
