The IRC's Resettlement, Asylum and Integration (RAI) department creates opportunities for refugees and other vulnerable migrants to gain stability and control of their future. RAI serves more than 50,000 individuals each year, through a diverse portfolio of programs aimed at five core outcomes: Health, Safety, Economic Wellbeing, Education and Power. RAI Education & Youth programs within the Safety, Health, and Education (SHE) unit support forcibly displaced children to make a positive adjustment to their new communities, pursue their educational goals, and develop the social emotional assets to support holistic well-being.



SCOPE OF WORK



The Program Officer, Tutoring and Instruction will be the key driver managing two multi-year projects aimed at increasing the impact of IRC and partner tutoring programs working with forcibly displaced students and filling a gap in the sector related to enhancing tutoring and direct instruction programs for newcomer language learners and Students with Limited and/or Interrupted Formal Education (SLIFE). The projects are focused on development and rollout of an evidence-informed tutor training curriculum and train the trainer resources, training and technical assistance for tutoring program teams, and tutoring program resources. The projects will be guided by needs assessment, include robust monitoring and evaluation, and remote and in-person learning and networking opportunities. The Program Officer will also support development of e-learning modules for educators, and inform and support relevant strategic objectives and initiatives of the unit.



The Program Officer will draw their subject matter expertise as well as strong project management and coordination skills to coordinate the project teams, a remote advisory group, and other stakeholders to achieve deliverables. The Program Officer reports to the Senior Technical Advisor (STA) for Education & Youth within the Resettlement, Asylum and Integration Department.



MAJOR RESPONSIBILITIES



Project Management


  • Own workplans, coordinate team members to meet deliverables according to project timelines with the support of the STA

  • Track progress and results against workplans, flag challenges and engage with team members to problem-solve and course-correct

  • Plan and coordinate team and working group meetings

  • Serve as focal point for offices and program coordinators participating in the projects, including recruitment

  • Write and disseminate project updates, announcements, and other communications; manage project Teams channels

  • Prepare reports for internal and external stakeholders

  • Communicate regularly with IRC offices and specific project stakeholders to sustain relationships and project management

Project Activities Coordination

  • Recruit and coordinate project working group

  • Coordinate recruitment and engagement of tutoring program coordinators in projects, including their participation in annual Tutoring Quality Improvement System assessment, learning and networking opportunities, site visits, delivering tutor training and professional development, and reporting

  • Plan and coordinate online learning events and in-person trainings/workshops, and an annual symposium, including scheduling, coordinating speakers/facilitators, logistics, procurement, and communications

  • Manage and disseminate project resources

  • Support implementation of project Monitoring & Evaluation plans

Technical Support

  • In collaboration with the STA and other members of the technical unit, determine priorities for technical tools and program guidance to support high quality practice around tutoring, direct instruction, and curriculum

  • Deliver targeted training and technical assistance to IRC offices and project partners in collaboration with project team

  • Research, draft, and review content for project resources, synchronous and asynchronous training modules, and e-learning modules

  • Conduct desk research related to trends in the field of education for immigrant and forcibly displaced youth to inform project activities

  • Respond to daily inquiries from RAI offices related to tutoring, direct instruction, curriculum, and assessment

Internal and External Relations

  • Participation in regular organization, unit, and team meetings and trainings

  • Maintain up to date records in team tracking logs

  • Contribute to internal communication and coordination efforts around organizational priorities (e.g. measurement, evidence-generation, Gender Equality, Diversity, & Inclusion)

  • Represent the RAI Education & Youth technical unit in internal working groups and external forums

KEY WORKING RELATIONSHIPS



Position reports to: Senior Technical Advisor, Education & Youth



Collaboration with: The Program Officer maintains close working relationships with all the members of RAI's Safety, Health, and Education unit, the Research, Analysis & Learning unit, other HQ colleagues, and with program staff in the field.



JOB REQUIREMENTS

  • Minimum three to five years' experience in education setting, including



  • Tutoring, teaching, and curriculum development for immigrants, language learners, and SLIFE

  • Coaching and/or training school-based and non-school-based educators

  • Minimum of two years' experience managing complex projects with remote teams and multiple stakeholders

  • Bachelor's degree required. Master's degree in Education preferred.

  • In-depth knowledge of theory and evidence-based practices in tutoring and teaching immigrant SLIFE and language learners, curriculum development, and adult learning/educator training

  • Excellent project management and workshop coordination skills

  • Excellent verbal and written communication skills as well as an overall ability to be clear and concise in all communications.



  • Strong organizational and time-management skills; proven ability to prioritize and deliver on time.



  • Strong critical thinking, research, and analytical skills as well knowledge of evidence-based decision-making



  • Highly proficient in Microsoft Office suite and command of databases and platforms.

  • Fluent in written and spoken English

  • Strong preference for candidate based in Northern New Jersey or New York

WORKING ENVIRONMENT

  • Standard office working environment.

  • Up to 20% travel.

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
