About the position

The Housing and Community Development Specialist II (HCDS II) plays a crucial role in the Climate Investments Branch of the Division of State Financial Assistance. This position is responsible for conducting complex research, developing program policy recommendations, drafting program guidelines, and preparing funding applications and Notices of Funding Availability (NOFA). The HCDS II serves as a subject-matter expert, collaborating with staff to lead program design and implementation efforts aimed at improving affordable housing and infrastructure funding programs in California.

Responsibilities
? Conduct complex research and analysis of programmatic and housing data.

? Develop program policy recommendations and draft program guidelines.

? Prepare complex Notices of Funding Availability (NOFA) and funding applications.

? Serve as a subject-matter expert resource to staff and lead program design efforts.

? Collaborate with interdisciplinary teams to ensure successful program implementation.

Requirements
? Experience in conducting research and analyzing programmatic and housing data.

? Ability to draft complex documents such as funding applications and program guidelines.

? Knowledge of Federal, State, and local laws related to housing and community development.
