About the position

The Texas Department of Transportation (TxDOT) is seeking a Transportation Engineer II, III, IV, or V for its Austin District Portfolio Office. This role is pivotal in managing and designing roadway projects, primarily those that are consultant-managed. The projects will encompass a variety of complex urban and rural safety improvements, infrastructure enhancements, mobility projects, and innovative solutions such as intersection improvements, freeway ramp reversals, and drainage projects. The successful candidate will be responsible for overseeing the entire project lifecycle, ensuring that all engineering work complies with federal and state laws, policies, and standards. In this position, the engineer will perform advanced and complex engineering design work, which includes the development of layouts, sketches, plans, specifications, estimates, and contracts. The role also involves serving as a project manager, where the engineer will oversee consultants, monitor their progress and work quality, check invoices, and prepare supplemental agreements. Negotiating fees and explaining the scope of work are essential components of this role, as is the ability to assist with design, computer operations, and plan preparation. The engineer will also be tasked with evaluating and making recommendations for developing, monitoring, and updating integrated project plans and schedules to ensure efficient project execution. This includes reviewing and revising schematics, PS&E, project designs, and traffic control plans. The position requires on-site engineering reviews and analyses, necessitating travel to various project locations. The Texas Department of Transportation reserves the right to determine the level of the position based on the applicant's experience, education, and skills, as well as business needs.

Responsibilities
? Perform advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.

? Serve as a project manager overseeing consultants performing advanced and complex engineering work.
,
? Monitor consultants' progress and work quality; check invoices and associated documents; prepare supplemental agreements.
,
? Negotiate fees, explain scope of work and monitor consultant design contracts.
,
? Assist with design, computer operations and plan preparation.
,
? Develop and review engineering related documents, correspondence, reports, and remediation plans.
,
? Evaluate and make recommendations for developing, monitoring, and updating integrated project plans and schedules.
,
? Review and revise schematics, PS&E, project designs, shop drawings and field changes for traffic control devices, signals, signs, markings, detours, traffic control plans, electrical distribution and roadway lighting and traffic management systems.

? Drive/travel to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.

? Perform other job responsibilities as assigned.

Requirements
? Bachelor's Degree in engineering or related science accepted by TX PELS.
,
? 5 years of engineering, transportation engineering, or related engineering experience for Transportation Engineer II.
,
? 6 years of transportation engineering or related engineering experience for Transportation Engineer III.
,
? 7 years of transportation engineering or related engineering experience for Transportation Engineer IV.
,
? 8 years of transportation engineering or related engineering experience for Transportation Engineer V.
,
? Valid driver's license; this position requires driving a state vehicle.
,
? Licensed Professional Engineer (PE) or ability to obtain within six months of hire.

Nice-to-haves
? Experience in designing and managing roadway and multi-modal transportation projects.

? Experience in developing plans specifications & estimates (PS&E).

? Experience in performing detailed design review and revisions.

? Experience in selecting appropriate project specifications and developing preliminary and detailed estimates.
